No. You must receive pre-approval through the online portal at apps.mesaaz.gov/xeriscape before removing any grass. Starting early will disqualify your project.
Any xeriscape material: drought-tolerant native plants, cacti, ornamental grasses, decomposed granite, gravel, or decorative rock. All removed areas must be covered — bare soil is not allowed.
Native trees planted within the converted area. You can earn $50 per tree for up to 2 trees ($100 maximum). Trees must be installed as part of the xeriscape conversion project.
As a check or account credit after your project is approved. Submit your completion photos through the online portal at apps.mesaaz.gov/xeriscape.
