Phoenix Water Services pays $2 per square foot for residential projects. The minimum is 250 sq ft and projects up to 5,000 sq ft are approved routinely. Projects larger than 5,000 sq ft are reviewed on a case-by-case basis depending on available funding.

The replacement landscape must use drought-tolerant plants from the ADWR Low-Water-Use/Drought-Tolerant Plant List. No bare soil is allowed — all disturbed areas must be covered. You cannot install pools or water features in the removal area.
No. Under ADWR's Phoenix AMA 4th Management Plan rules, grass removed from the right-of-way cannot be reinstalled. More broadly, the program prohibits reinstalling grass while the same owner holds the property.
Six months from the date on your Notice to Proceed. The city recommends completing the work well before the deadline to allow time for the inspection and payment process.
